With the feature of the top tread is at ceiling, the last step of the stairs is brought to the same level as the landing. At the same time, this feature is used to bring the last step to the same level as the story slab.
Location of the Top Tread is at Ceiling Feature
You can access the top tread is at ceiling feature from the Areas tab in the Stairs Edit dialog .
